The milestone brings 108 permanently affordable apartments one step closer to completion in Northwest Washington, DC.
Harvard Court reached an important construction milestone on Friday, July 17, 2026, as the project team gathered to celebrate the building’s topping out at 1425 Harvard Street, NW, in Washington, DC’s Columbia Heights neighborhood.
The seven-story development will provide 108 one-, two-, and three-bedroom apartments for households earning 30% or 50% of the Area Median Income. Twenty-two apartments will be designated as Permanent Supportive Housing through the District’s Local Rent Supplement Program.
Harvard Court’s story is rooted in the surrounding community. The project grew out of the Tenant Opportunity to Purchase Act process involving the Columbia Heights Village Tenants Association, which selected The NHP Foundation and Change All Souls Housing Corporation as development partners. Together, the partners identified an opportunity to transform an existing surface parking lot into new affordable housing without displacing the neighboring Columbia Heights Village residents.
The approximately 110,000-square-foot residential development will also include a community room, fitness room, on-site management office, and approximately 8,000 square feet of ground-level amenity space. An 85-space garage will replace all 65 parking spaces previously used by Columbia Heights Village residents while providing additional parking for the new community.
The $100 million development is being advanced by The NHP Foundation, the Columbia Heights Village Tenants Association, and Change All Souls Housing Corporation, with Shalom Baranes Associates serving as architect and McCullough Construction as general contractor. Completion is currently anticipated in mid-2027.
