Heritage Old Town Block 4 Tops Out in Alexandria

A mixed-income redevelopment milestone in Alexandria’s historic Old Town

Heritage Old Town Block 4 has reached an important construction milestone, with the project officially topping out on June 2, 2026. Located in Alexandria, Virginia, Block 4 is the first phase of the larger Heritage at Old Town redevelopment and represents a major step forward for a project that is about more than adding new housing. It is supporting affordability, neighborhood connectivity, and the long-term vision for one of Alexandria’s most historic communities.

Developed by Jair Lynch Real Estate Partners and designed by Hord Coplan Macht, Block 4 is a $160M redevelopment that will bring 310 new apartment homes to the Old Town neighborhood, including 210 market-rate units and 100 affordable units. The five-story building will include underground parking, rooftop terraces, a courtyard pool, a clubroom, a fitness center, and more than 13,000 square feet of amenity space.

The broader Heritage at Old Town redevelopment is transforming an existing affordable housing community across multiple blocks into a mixed-income residential neighborhood designed to better connect with the surrounding historic context. Phase 1 includes replacement housing for families who previously lived at The Heritage, along with new amenities, below-grade parking, enhanced streetscapes, pedestrian connections, public open space improvements, and improvements to Wilkes Street Linear Park.

For a project in the heart of historic Old Town, that balance matters. Block 4 advances a long-term vision for new housing choices, restored affordability, community-focused amenities, and stronger connections within the surrounding neighborhood.

SK&A Structural Engineers is serving as the Structural Engineer for Heritage Old Town Block 4. Representing SK&A at the topping out celebration were David Stringer, PE, and Josh Woolcock, PE, SE, LEED AP, who joined members of the development, design, landscape, civil, and construction teams to mark the occasion.
